    Responsibilities

    • Lead a team of functional analysts, engineers, and vendors to carry out product development and service delivery to optimise asset management capabilities while attaining the prescribed quality standards within the implementation plan and budget.
    • Lead the planning/designing of the programme management and proactively monitoring its progress, resolving issues and initiating appropriate corrective action.
    • Ensuring effective quality assurance and the overall integrity of the programme - focusing inwardly on the internal consistency of the programme, and outwardly on its coherence with infrastructure environment, interfaces with satellite systems and alignment with enterprise architecture standards.
    • Support the execution of high-quality solutions, including planning new features and functionalities, from planning, design, development to delivery as well as implement the EAMS functionality roadmap to create business values and enhance competitiveness of the Corporation.
    • Identify, own and mitigate technical risks throughout the project lifecycle.
    • Evaluate and recommend new technologies, tools, and platforms that could enhance the solution.
    • Engage internal stakeholders at different levels to align system solutions with business needs, drive technology innovations as well as establish priorities and development programs.
    • Lead SI vendor and internal teams in executing the overall Program Planning and Monitoring, and Governance.
    • Support resolution of escalated risks, issues, collaboration issues between different vendors, and internal update & discussions.
    • Handle other program related tasks, such as office setup, HW/SW procurement & delivery, user communication, change management, etc.
  • Requirement:
    • Degree in computer science, management information systems, software engineering, or equivalent, preferably with a Master degree.
    • Minimum 12 years’ relevant management experience, of which 5 years should be project management experience.
    • Experience in the railway industry or other transportation-related domain is an advantage.
    • Strong interpersonal skills, authority, tact and diplomacy to enable him/her to exert influence in areas with no direct control.
    • Proven track record in implementing large scale digital projects in large enterprises.
    • Strong stakeholder engagement, vendor and contract management skills with good communication skills in both English and Chinese (including Putonghua).
